| SELECTED CONSULTANCY | |
| 2010, Nov – present: | Team member, “Evaluation of impacts of communications of the AusAid Implementation Support Programme (ISP) for P135-II in Quang Ngai”. This project is commissioned by ISP PMU Quang Ngai in order to evaluate the impact of ISP communication and awareness activities on the beneficiary in the mountainous districts of Quang Ngai. The focus is given on the relevance, effectiveness, and results of these activities. |
| 2010, Jun – present: | Consultant, “Development of Competitiveness Index for Rural SMEs in Vietnam”. This project is funded by Spanish Embassy in Vietnam. The major purpose is to develop a Competitiveness Index that capture investment climate and competitiveness of rural SMEs, informal enterprises in the rural areas of Vietnam. For 2010, the project aims at (i) developing the methodology for the construction of that competitiveness index; and (ii) conducting a pilot survey in two provinces to experiment the methodology; (iii) finalizing the methodology and planning for further activities in 2011. |

Team member, “Mid-Term Independent Institutional Assessment of the AusAid Implementation Support Programme (ISP) for P135-II in Quang Ngai” This project is contracted by AusAid to provide an mid-term independent assessment of the AusAid’s Implementation Support Programme (ISP) for P135-II in Quang Ngai. The focus is placed on how ISP/P135-II have contributed to capacity building for district/commune staff and for a number of institutions, including Commune Management Board, Commune Supervision Board, Production Activity Group, and O&M Group. The emphasis is also given on assessing the beneficiary satisfaction on the ISP/P135-II support. |

Team member, “Vietnam Millennium Development Goals Report 2010”. This project is commissioned by Ministry of Planning and Investment with the support from UNDP Vietnam. The purpose is to prepare the Vietnam MDG Report 2010. This report marks a period of ten years implementing MGDs in Vietnam. The report thus review achievement, difficulties, and challenges in pursuing MDGs in Vietnam in the period 2000-2010. |

Statistical Partner, “Human Development Index Report 2010”. This project is conducted under the support from UNDP. I was involved in this project as the Statistical Partner, under the direct guidance and supervision of the UNDP NHDR Specialist. As the Statistical Partner for 2010 NHDR, we provide technical services ensuring high quality, accuracy and consistency of data analysis in the NDHR. I work in close collaboration with UNDP project “Support for Effective Policy Making” and the NHDR Team. In addition, I also review of draft papers and chapters to ensure the accuracy and appropriateness of the data and indicators; review the final draft of the NHDR to ensure data accuracy and consistency; deal with relevant requests in terms of indicators and statistical data. |
| 2008, June-October: | Team member, “Baseline Survey for the Impact Evaluation of Bamboo Program at Prosperity Initiative” This project was conducted to evaluate the effectiveness of the supporting program from Oxfam for growing bamboo in Thanh Hoa and Cao Bang. I was the consultant in this project with the following main tasks: (i) assist with the sampling design for the survey, in particular carrying out the calculations of the precision with which differences and changes in household incomes can be measured under different sampling designs; (ii) participate in the pilot test of the survey instruments (questionnaires) in Cao Bang; (iii) make estimates of income and other key variables based on the pilot-test questionnaires, and suggest any modifications to the instruments that may be necessary; (iv) revise the sampling design and participate in the training of the survey team/enumerator; (v) monitor whether the survey is implemented appropriately, and identify and corrective actions ; (vi) supervise the entry and cleaning of the survey data collected, assist with the analysis of the enter survey data, in particular examining the contribution that bamboo makes to household incomes in Cao Bang and the relationship, assist with the write-up of the report from the baseline survey. |
